Message from the President

Anne Montgomery

Summer is upon us with several large and small community projects underway or completed. The much-anticipated expansion and remodel of the Cottonwood Lounge & Grill restrooms should be close to completion. This project includes adding automatic sliding doors at the main entrance to the facility. Further community enhancements include: Cottonwood Lounge & Grill signage placed at the main entrance to the parking lot across from 99th Drive, technically up-to-date gate arm control units at both the Michigan and San Tan gates and a Cottonwood maintenance storage unit is in the works.

Our dress code is in need of review and updating. It is overly complicated, needs clarity and relies on purely subjective assessments. We will replace our current dress code with one that reflects the standards of a private country club community, is clear, concise, easily understood and recognizes contemporary dress standards. Roger Beagle, Board VP, and Gay Zawatski, Board secretary, are working on this with a small group of management and homeowners. We expect to have this updated dress code in place by the end of summer.

Fitness Activity Center Update: Our architect, Ken Eller, has been in touch with the county planner assigned to our project. The Plan of Development (POD) is moving through the process. We believe that the County’s requirements have been met with exception of submittal of the final construction plans for review and approval. This action will occur once Mr. Eller and his team have made any changes that may be required by the County after the review of the POD. As of now, we remain on schedule to begin construction late Fall 2018, with completion to follow 10 months later. As always, this schedule is subject to the County approving the plans in a timely manner.

Employee of the Month: Julie Ortbahn. Julie has been the Recreational Assistant for 1-1/2 years. Julie is a self-starter. When she sees something needing attention, she takes the initiative to handle the situation. Julie is bright, hard-working, funny, compassionate and trustworthy – qualities that make an exceptional employee and co-worker. Congratulations, Julie.

CWPV Board of Directors meeting minutes

Call to Order: President Anne Montgomery called the meeting to order at 3:00 p.m. in the Saguaro Room. She stated the meeting was being recorded for the accuracy of the minutes.

Pledge of Allegiance: Secretary Gay Zawatski gave a biography of the military and professional career of Army veteran Bill Jablonski. Mr. Jablonski was thanked for his service and led the audience in the Pledge of Allegiance.

Approval of The April 25, 2018, Board Meeting Minutes: President Montgomery called for the approval of the April 25, 2018, Board Meeting Minutes. Woody Neiman made a motion, seconded by Roger Beagle, to approve the April 25, 2018, Board Meeting Minutes. The floor was opened to Board and homeowner comments. There was no discussion. Motion carried unanimously.

President’s Message: President Montgomery noted the CWPV dress code is being reviewed for updates by Board members Roger Beagle and Gay Zawatski. The new dress code should be in place before the end of summer.

Employee of The Month: President Montgomery announced that Julie Ortbahn is our Employee of the Month for May. Julie has been employed with the HOA for over 1-1/2 years as the Recreation Assistant. No job is too big or small. Julie handles her job with enthusiasm and a big smile. She lights up the office with her infectious laugh and her eagerness to help others. Julie takes the initiative to handle situations without being asked and was recently given the “Cheers Award” for all the help she gives the Food & Beverage department. Her work ethic and how she deals with homeowners is unsurpassed.

Treasurer’s Report: Treasurer Woody Neiman presented the April 30, 2018, Financial Summary. A detailed report will be available for viewing in Homeowner Services. Hank Unck made a motion, seconded by Gay Zawatski, to approve the April 30, 2018, pre-audited Financial Report.

The floor was opened to Board and homeowner comments. Sharon Felts asked if home sales were only for CWPV. Board Member Woody Neiman responded, yes. Motion carried unanimously.

Committee and Task Force Reports:

The following Committee did not meet in May: Election Committee.

Architectural Compliance Committee: The report was given of their meetings held on May 1 and 15. Among the subjects discussed at the meetings were 111 permits were approved and 1 denied. Their next meeting is June 5 at 8:30 a.m. in the A-7 Paint Room.

They have two recommendations for the Board: 1) Approve revisions to ACC Guideline Page 18, Mailbox and Mailbox Enclosures, 2) Approve revision to Page 3 – Summary #1, Exterior Changes into First Readings.

They have no recommendations for Management.

Audit & Finance Committee: The report was given of their meeting held on May 3. Subjects discussed at the meeting included financial reports, reviewing committee responsibilities, assessment hardship exemptions, assembly of a committee manual. Their next meeting is September 6, 3:00 p.m., in the Saguaro Room.

They have one recommendation for the Board: 1) Approve the appointment of Diane Devine to the Committee.

They have no recommendations for Management.

Communications Committee: The report was given of their meeting held on May 7. Ambassadors, restaurant cards, white comment cards, library, email and website monthly reports were given. Chair Sandra Givens resigned. Committee has three openings. Their next meeting is September 10, 8:30 a.m., in the A-8 Ceramics Room.

They have no recommendations for the Board or Management.

Facilities & Grounds Committee: The report was given of their meeting held on May 1. Among the subjects discussed at the meeting were reviewed and assigned 2018 projects as presented to the Board, interviewed two committee candidates. They have one recommendation for the Board: 1) Approve the appointments of Linda Caulkins and David Hatch to the Committee.

They have no recommendations for Management.

They have one recommendation for Management: 1) Install a safety hump on the cart path between CW holes #13 and #14.

Project Reports:

Fitness Activity Center Project: Board Member and HOA Project Coordinator Don Hicks reported that the Plan of Development (POD) was submitted on May 4. We are waiting for the POD approval, which by Maricopa County requirements could take 90 working days. The Architect is in touch with the County. Once the POD is received, the architect will make any necessary modifications and submit the construction plans for review and approval. We are still anticipating a fall construction start with completion 10 months later, dependent on receiving the approved POD.

There was discussion on the following topics: Bill Jablonski asked if the sod at the new Fitness Center lot was going to be reused. Bill Todd noted it has been discussed, they will be evaluating the cost effectiveness as the construction date nears. May be using the top soil.

Management Report: Steve Nolan gave the management report. He congratulated Julie Ortbahn for being the May Employee of the Month. Mr. Nolan noted all the pools and spas were cleaned, the tile in the lap pool was cleaned, the lowering of fences at the San Tan Gate is complete, will eventually be lowering the gates, the Palo Verde pool deck was painted, new pop-up valves installed and drained, repaired stucco in the planter at the Cottonwood flagpole, many other items in preparation for the monsoon.

Directors Comments:

Hank Unck: Congratulated Julie Ortbahn, thanked Mr. Jablonski for his military service. Noted committee openings and that the terms are for two years. Encouraged everyone to think about joining a committee and getting involved.

Gay Zawatski: Welcomed homeowners, thanked Mr. Jablonski, congratulated Julie Ortbahn. Noted how important the committees are to the community and how many committees will have openings in the fall. Encouraged everyone to get involved.

Roger Beagle: Thanked Mr. Jablonski for his service and humor, congratulated Julie Ortbahn, wished committee members a safe summer.

Anne Montgomery: Noted the Board will still be working and meeting over the summer.

Woody Neiman: Thanked Mr. Jablonski, congratulated Julie Ortbahn. He noted the committees will be on hiatus for the summer months, but the Board will still be meeting.

Bill Greer: Thanked Mr. Jablonski, congratulated Julie Ortbahn, thanked Brian Shaw. Commented on enjoyable Coffee with the GM. Asked Bill Todd about the lake level and smell on Lake at hole #4 and if bare areas of CW fairways are seeded. Mr. Todd responded the lake level is due in part to delayed delivery of water from Pima Utility and the fairways are not seeded.

Don Hicks: Thanked Mr. Jablonski, congratulated Julie Ortbahn.

Capital Reserve Replacement Fund Requests:

President Montgomery introduced Capital Reserve Replacement request #11, Item A.

Don Hicks made a motion, seconded by Roger Beagle, to approve the emergency replacement of an 8” Irrigation line north of the Cottonwood #4 tee box, for $3,675.59 from Gold Canyon Pipeline.

The floor was opened to Board and homeowner discussion. It was noted this work is complete. Motion carried unanimously.

President Montgomery introduced Capital Reserve Replacement request #11, Item B.

Woody Neiman made a motion, seconded by Hank Unck, to approve the remodel and expansion of the current Cottonwood Bar and Grill restroom and replacement of the main entrance door, for the bid of $126,687 plus a 15% contingency for a total cost of $145,690 from Farnsworth Construction. The cost will be split 75% Capital Reserve / 25% Capital Improvement.

The floor was opened to Board and homeowner discussion. Mr. Nolan noted the work may start Monday, June 4. Directional signage for restrooms and entry will be used. Motion carried unanimously.

President Montgomery introduced Capital Reserve Replacement request #11, Item C.

Bill Greer made a motion, seconded by Roger Beagle, to approve replacement of Palo Verde’s pool filter pop up water circulation system for the cost of $3,750 from Cool Pools and $2,573.83 from Specialty Cleaning for a total cost of $6,323.83. Two different Companies will provide two different parts of the system.

The floor was opened to Board and homeowner discussion. Work has been completed. Motion carried unanimously.

President Montgomery introduced Capital Reserve Replacement request #11, Item D.

Woody Neiman made a motion, seconded by Hank Unck, to approve the replacement of one (1) fairway mower with a Toro Reelmaster 7000-D for the low bid of $80,439.77 from Simpson Norton Company.

The floor was opened to Board and homeowner discussion. Mower was due to be replaced in 2015. Old mower is being harvested for usable parts. Motion carried unanimously.

President Montgomery introduced Capital Reserve Replacement request #11, Item E.

Roger Beagle made a motion, seconded by Gay Zawatski, to approve the replacement of 74 Bar Chairs at Palo Verde (37 chairs with arms and 37 chairs without arms) for the low bid of $23,703.77 from NRS.

The floor was opened to Board and homeowner discussion. Replacing only those refurbished old chairs and bar stools that are necessary. Motion carried unanimously.

President Montgomery introduced Capital Reserve Replacement request #11, Item F.

Woody Neiman made a motion, seconded by Gay Zawatski, to approve the replacement of 24 Bar Stools and swivels at Palo Verde that are worn out for the low bid of $12,354.33 from NRS.

President Montgomery introduced Capital Reserve Replacement request #11, Item G.

Roger Beagle made a motion, seconded by Gay Zawatski, to approve the replacement of 21 Bar Tables of various sizes at Palo Verde for the low bid of $21,296.59 from NRS.

The floor was opened to Board and homeowner discussion. Delivery is in approximately 4 months. The old tables will be sold. Motion carried unanimously.

PV Gate Reserve Fund:

President Montgomery introduced PV Gate Reserve Fund request #12, Item A.

Don Hicks made a motion, seconded by Roger Beagle, to approve the replacement of six (6) gate arm control units; (2) at Michigan gate and (4) at the San Tan gate, for the bid of $25,046.65 from Automated Gate Technology. The cost will be split 50% Capital Reserve Fund and 50% PV Gate Reserve Fund.

The floor was opened to Board and homeowner discussion. Replacement of units will start June 11. Motion carried unanimously.

Capital Improvement Fund Requests:

President Montgomery introduced Capital Reserve Replacement request #13, Item A.

Hank Unck made a motion, seconded by Roger Beagle, to approve the construction of a community enhancement sign at the main entrance of the parking lot across from 99th Drive at Cottonwood for the bid of $16,030.60 plus a 10% contingency for a total cost of $17,633.69 from GDI.

Homeowner Comments:

* Homeowner Nancy asked about the white fly problem and dead grass around the Palo Verde lakes. Mr. Nolan commented the lakes are being restocked with fish, which will help with the white fly problem. Bill Todd will be looking at the grass.

* Homeowner Mr. Thompson asked when the ACC Guideline change to the Mailboxes (Item #15A) will take effect. Hank Unck noted it took effect when approved today.

* Bernie Kowalski asked the status of additional/new fountains on the lakes. Richard Hawkes noted they will probably have to go out for a community vote and it is on hold for the time.

Third Annual Fun Walk

To make it easier for everyone this year, we are taking registration applications now for the Saturday, November 3, Third Annual Fun Walk (all Sun Lakers and their guests are invited). The walk will start at 9:00 a.m. at the greenbelt (North Lake) across from the CW tennis courts. Applications can be picked up at the Cottonwood Homeowner Services Office or you can go online at www.cottonwoodpaloverdefoundation.org. The fee is still only $20. For that you will receive a t-shirt, a goodie bag, a great Pep Rally the night before along with a free raffle ticket for a chance to win a super gift (must be present to win). The Pep Rally will be in the San Tan Ballroom on Friday, November 2, starting at 5:30 p.m. for registered walkers only. Come and enjoy platters of fruits, vegetables and a variety of cheeses. All profit will go to the Cottonwood Palo Verde Foundation, which contributes and supports all of Sun Lakes.

Step in and see how beautiful you can be. Shears to You mobile salon will be parked on Thursdays at Cottonwood in the east parking lot at the corner of EJ Robson and Brentwood from 8:00 a.m. to 2:00 p.m. This is a complete mobile hair salon and style lounge offering a full menu of hair and nail services for men and women. Annual Open House/Community Day

We are already starting to work on our annual Open House which will be held this year on Saturday, October 13, from 9:00 a.m. to noon in both the Cottonwood San Tan Ballroom and Saguaro Room. Personal Trainer Deryk Garmanian and his assistant/homeowner Brenda Waara will be instructing, at no cost, a Weight Room & Equipment Orientation Class for Cottonwood and Palo Verde homeowners in the Ladies Fitness Center from noon to 1:00 p.m., for both men and women, on the third Wednesday of the month. Healthwaves Lab Screenings and Testing

Healthwaves will be available for testing in Cottonwood’s Paint Room (A-7) from 8:00 a.m. to noon on the second Monday of the month. They also handle flu shots and pneumonia shots. 2018: July 13 and August 13, September 10, October 8, November 12 and December 10

Rover’s Rest Stop

Mark your calendars and tell all your friends that Rover’s Rest Stop’s Meet & Greet Adoptions will be held on the second Saturday of each month. In the summer months, they will be in Cottonwood’s A-6 (Dance Room) per weather conditions, from 9:00 a.m. to noon. Here’s a great chance for you to bring home an adorable new family member.
