Board of Directors meeting minutes (unapproved) October 29, 2014

Board President Kathy Skrei called the meeting to order at 3:00 p.m. It was stated the meeting is being recorded for accuracy of the minutes.
Bud Jenssen introduced and gave a short biography of the career, formerly as a police officer and our Cottonwood Palo Verde General Manager, Steve Nolan. Mr. Nolan then led the Pledge of Allegiance. He was thanked for his service to our country as a first responder and all he does for CWPV as our General Manager.
Bud Jenssen made a motion, seconded by Richard Hawkes, to approve the September 24 Board meeting minutes. The motion carried unanimously.
PRESIDENT’S MESSAGE:
Kathy Skrei reported that today’s annual budget meeting will start at 4:00 p.m. following this meeting. She reminded everyone that the Administration Building Open House will be on Sunday, November 9 from 1:00-4:00 p.m. She announced that the November Board meeting will be on Tuesday, November 25 due to the Thanksgiving holiday.
TREASURER’S REPORT:
Nancy Pannebecker presented the September 30 Financial Summary. A detailed report will be available for viewing in Homeowner Services.
Don Hicks made a motion, seconded by Richard Hawkes, to approve the September 30 pre-audited financial report. The motion carried unanimously.
COMMITTEE REPORTS:
Architectural Compliance Committee: There was no report given of its meetings held October 2 and 16.
This committee recommends Don Stevens for a second two-year term on the ACC Committee. The committee has no recommendations for management.
Audit and Finance Committee: The report was given of its meeting held October 8. At this time Mr. Haubold apologized regarding an error made to the Audit and Finance minutes. Revised statement: It was agreed, by unanimous vote, that rather than making the traditional comments regarding the Committee’s support of the Board’s Budget proposal, the Committee would withhold any comments. The next meeting is November 12 at 2:00 p.m. in the Saguaro Room.
This committee recommends Wally Gammel for his first two-year term and Fred Haubold for a second two-year term on the Audit and Finance Committee. The committee has no recommendations for management.

Communications Committee: The report was given of its meeting held October 6. It was announced that the Library will remain open until the renovation begins. It was announced that the HOA Open House is October 11 from 9:00 a.m.-noon in the San Tan Ballroom and Saguaro Room. The next meeting is November 3 at 8:30 a.m. in the Ceramics Room.
This committee recommends the following to be seated on the Communication Committee: First two-year terms – Liz Hall, John Mitchell and Joan Orent; second two-year terms – Ricki O’Keefe and Gay Zawatski; Exceptions – Chuck Reinhart as an Honorary Non-Voting member, Paul Rogers and Anne Montgomery for a third two-year term. The committee has no recommendations for management.

Election Committee: The report was given of its meeting held October 1. The committee primarily discussed the upcoming Board elections and updating of Board applications. The next meeting is November 5 at 1:30 p.m. in the Ceramics Room.
They have one item in First Readings – changes to BP 11-04 BOD Candidate Application. The committee has no recommendations for management.

Facilities and Grounds Committee: The report was given of its meetings held October 6 14. The next meeting is November 3 at 9:30 a.m. in the Paint Room.
This committee recommends the following to be seated on the Facilities and Grounds Committee: First two-year term – Jeff Michelin and one-year term – Connie Kindsvater to complete the term of a former member. The committee has no recommendations for management.

At this time, Kathy Skrei thanked the Facilities and Grounds members who conducted the workshop of last Tuesday which explained the proposed projects for the next few years.
At this time, Roger Beagle thanked Richard Hawkes, Steve Nolan and Melissa Huffman for their help in putting the workshop together.
Food and Beverage Committee: The report was given of its meeting held October 2. The next meeting is November 6 at 9:00 a.m. in the Saguaro Room.
This committee recommends the following to be seated on the Food and Beverage Committee: First two-year term – Ben Davis, Bernie Kowalski, Mike Kraemer and Marty Neilson; second two-year term – Joe Ficek. The committee has no recommendations for management.

Golf Committee: The report was given of its meeting held October 2. The next meeting is November 6 at 2:00 p.m. in the Ceramics Room.
This committee recommends the following to be seated on the Golf Committee: First two-year term – John Larsen; second two-year term – Joe Ficek; and Exception – Richard Hair for a third two-year term. The committee has no recommendations for management.

Recreation Committee: The report was given of its meeting held October 6. The next meeting is November 3 at 1:30 p.m. in the Phoenix Room.
This committee recommends to the Board that the following to be seated on the Recreation Committee: First two-year term – Lorri Morgan (replaced a member in 2014) and Floyd Songer; second two-year term – Kelz Kelzenberg, Ethel Wagner and Susan Welker. The committee has no recommendations for Management.
Safety, Security and Access Committee: The report was given of its meeting held October 1. The next meeting is November 5 at 10:00 a.m. in the Saguaro Room. This committee recommends to the Board that the following to be seated on the Safety, Security and Access Committee: Jeff Michelin – first two-year term; Connie Kindsvater – one-year term (to complete the term of Jesse Stewart).
The committee has no recommendations for the Board or management.

PROJECT REPORTS:
Steve Nolan reported on the following project(s):
Palo Verde Racquetball Court Repairs – the project is complete and this will be the final report.
MANAGEMENT REPORT: Steve Nolan gave the Management Report. At this time, Steve Nolan thanked Beth Becker and her team for the smooth sale of the Celebration of Golf tickets. He thanked Brian Shaw, Nancy Pannebecker and the Managers for their work on the budget.
DIRECTORS COMMENTS:
Bud Jenssen thanked Steve Nolan for all of the work he does for our community as General Manager and his service as a first responder. He thanked Brian Shaw, Nancy Pannebecker and the managers for their work on the budget; Marshal Reichert, Danielle Ipe and Leigh Torres on the excellent job they are doing in Food and Beverage. He commented on the Taco Fest trophies in our Cottonwood display case. He thanked Kathy Skrei and Jim Miller and crew for their work on the sports bar.
Dick Norris thanked Steve Nolan. He thanked Jim Miller and Mike Reinhart for the demolition of the trailer. He thanked Leigh Torres and staff on behalf of the participants at the Pickleball social on the great pizza that was served.
Richard Hawkes thanked Steve Nolan, the Facilities and Grounds Committee and Planning Team and managers for their work on the projects. He encouraged the continuation of the Planning Team.
Nancy Pannebecker thanked Steve Nolan for his service in law enforcement and in our community. She thanked Brian Shaw and managers for their work on the budget.
Don Hicks thanked Steve Nolan. He stated the work on the racquetball court was a first class job and encouraged everyone to check it out. He thanked Nancy Pannebecker and managers for their work on the budget.
Jerry Lofquist: Not in attendance.
At this time, Kathy Skrei thanked everyone for their work on the budget and encouraged everyone to stay for the meeting.
CAPITAL RESERVE REPLACEMENT FUND REQUESTS:
Don Hicks made a motion, seconded by Bud Jenssen, to approve Reel and Bedknife replacements for refurbishing for five pieces of equipment for golf course maintenance, for the sole source bid from R & R Products, Inc. at a cost of $7,034.63 plus a 10 percent contingency, for a total cost of $7,738.09.
There was discussion. The motion carried unanimously.
Don Hicks complemented Bill Todd for his ability to refurbish equipment rather than buying new.
PALO VERDE GATE RESERVE FUND: None
CAPITAL IMPROVEMENT FUND REQUESTS:
Richard Hawkes made a motion, seconded by Don Hicks, to approve the Cottonwood Library Project at a cost not to exceed $24,000. The motion carried unanimously.
Richard Hawkes made a motion, seconded by Dick Norris, to approve the Cottonwood Library cabinets (includes $5,800 for in-house labor) for the low bid from John Mitchell at a cost of $8,700, plus a 15 percent contingency for a total cost of $10,005.
There was discussion. It was clarified that the cabinets are a subset of the $24,000 project cost. The motion carried unanimously.
Richard Hawkes made a motion, seconded by Bud Jenssen, to approve to encumber Capital Improvement or Capital Reserve dollars for 2014 the following projects:
Palo Verde Maintenance Building Addition – estimated cost: $160,000; (Capital Improvement/Capital Reserve split); Cottonwood Breezeway Lighting Replacement – estimated cost: $5,575; (Capital Reserve); Saguaro Room Storage addition – estimated cost: $36,125; (Capital Improvement); Blackout blinds for San Tan Ballroom – estimated cost: $5,000 (Capital Improvement).
It was clarified that this approval is only to encumber funds – not the approval of the projects. The motion carried unanimously.
VOLUNTARY CONTRIBUTION FUND: None
OLD BUSINESS: None
NEW BUSINESS:
Don Hicks made a motion, seconded by Bud Jenssen, to approve the 2014-15 committee member appointments as recommended by each committee in addition to the following exceptions:
Communication Committee – third two-year term for Paul Rogers and Anne Montgomery, the appointment of Chuck Reinhart as a Honorary, Non-voting Member; Golf Committee – third two-year term for Richard Hair. The motion carried unanimously.

Message from the President

The 2015 golfing season kicked off on Tuesday, November 4 with approximately 380 people attending the Celebration of Golf at Palo Verde Country Club. Everyone enjoyed this very popular event, with great food and service provided by the combined team effort of both Cottonwood and Palo Verde Food and Beverage staff. This was a great event once again and a wonderful time was enjoyed by those who attended.
The annual Budget Meeting was held on October 29 in the San Tan Ballroom. I want to especially thank Controller Brian Shaw, Board Treasurer Nancy Pannebecker, all of our managers and the Board of Directors who worked very hard since July 8 on the 2015 budget. I am happy to report that the Board of Directors approved the 2015 budget at the annual Budget Meeting.
An Open House for the new John R. Dobson Administration Center was held on Sunday, November 9 from 1:00-4:00 p.m. Many of our homeowners who were not here for the dedication in August attended and were very impressed with the new building.
The Cottonwood Palo Verde Library renovation began on Monday, November 10 and will remain closed until further notice. The facility is being updated and your patience during this renovation is much appreciated.
The holidays will kick off on Friday, December 5 at 5:00 p.m. at the Palo Verde Country Club with the annual Golf Cart Parade. Free hot soup will be provided, Santa Claus will be in attendance and the golf carts will be judged with prizes going to the top three carts. The Maricopa County Sheriff’s Posse will then escort the golf cart parade to the San Tan Ballroom where the Christmas show will begin at 7:00 p.m. Come and enjoy the fun!

The Fourth Avenue Street Fair in Tucson
Two busses have already filled up for this fun trip to Tucson. We’ll be heading south on Friday, December 12, leaving from the Cottonwood flagpole at 8:00 a.m.; we should be arriving back to Sun Lakes at approximately 5:00 p.m. The cost for the bus ride, parking and driver tip is $20. Christmas Golf Cart Parade
It can’t be too early to mark your calendars for our annual Christmas Golf Cart Parade and Show. The date is Friday, December 5 starting at 5:00 p.m. at Palo Verde for some free hot turkey soup and singing. Then, after the awards are given for the top three decorated golf carts, the parade to the San Tan Ballroom begins with our Sheriff’s Posse leading the way. At 7:00 p.m. you’ll enjoy a Christmas Show and free cookies and hot coffee, cocoa and hot apple cider. Bring your friends and family members and bring a camera for a great photo shoot with Santa.
Free Christmas Gospel Show
All Sun Lakes Homeowners are invited to Cottonwood Palo Verde free Gospel Show on Sunday, December 14 in the San Tan Ballroom from 4:00-6:00 p.m. You’ll enjoy beautiful gospel and Christmas music. What a way to spend a Sunday in December!
Dancing With the Stars
Tickets are really going fast! Show dates are Friday, March 20 and Saturday, March 21, 2015. Both will be in the San Tan Ballroom and start at 7:00 p.m. (doors opening at 6:00 p.m.). Six lucky Sun Lakes homeowners will dance with one of the Utah Ballroom Dance Company’s professionals for first prize. All six dancers will dance each night, but the winner of the first night will be ineligible to win again on the second night. Tickets are $20 for each night.
Impersonators – An American Trilogy
On Wednesday, March 18, 2015 the Impersonators will take the stage in the San Tan Ballroom. The performers will be doing a tribute to Frank Sinatra, Elvis Presley, Connie Francis and Neil Diamond. The 7:00 p.m. show is already sold out, but we have opened a 3:00 p.m. show with the doors opening at 2:00 p.m. Tickets are still only $20 and also going fast.
Joe Bourne – Motown Show
If you enjoy listening to such artists as The Four Tops, The Temptations, Smokey Robison, Lionel Ritchie, Stevie Wonder, Michael Jackson and more, then this is the show for you.
